The Jackson Municipal Airport Authority (JMAA) is led by a dedicated team of professionals committed to enhancing air travel in Mississippi. At the helm is CEO Rosa M. Beckett, whose extensive experience in aviation and strategic planning guides the organization’s vision for growth and service excellence.
Supporting her is a five-member Board of Commissioners, including Chairman Warren T. Herring, Vice Chairwoman Sharon F. Bridges, Esq., and Commissioners Rickey D. Jones, Rica Lewis-Payton, and Jean C. Frazier. Together, they bring a wealth of expertise from various sectors, ensuring that JMAA continues to serve as a vital economic engine for the Jackson metropolitan area.
Warren T. Herring is the president and CEO of TrustCare Health, LLC. He has led the company from a startup in 2012 to becoming one of the largest independent clinic groups in Mississippi and Alabama. TrustCare currently owns and operates 14 medical clinics and has other sites under development.
Herring earned a Bachelor of Arts in Accounting from Samford University and an MBA from Tulane University – Freeman School of Business.
He is married to Dana (née Warren), and they are parents to four children: Eliza and Hughes (twins), Eleanor, and Whit.
Rickey D. Jones serves as the Director of Small Business Development (SBA) at Jackson State University. Jones previously worked in banking and finance at Trustmark Bank and has more than 20 years of business experience.
Jones is deeply connected in the community and has served with 100 Black Men of Jackson (President), Jackson Hinds Library Commission (Chair), West Jackson Community Improvement Association (Vice President), Greater Jackson Chamber Partnership, Jackson Rotary, and NAACP (Member).
Jones earned a Bachelor of Science Degree in Management from the University of Southern Mississippi and is a graduate of the Mississippi School of Banking.
Attorney Sharon F. Bridges is General Counsel for the Alice L. Walton School of Medicine, where she serves as a member of the dean’s cabinet and Corporate Secretary to the board of trustees.
Bridges previously served as Vice President and Deputy General Counsel of Baystate Health, Associate General Counsel of Baptist Memorial Health Care Corporation, and Assistant General Counsel of Tulane University School of Medicine and Tulane Medical Center.
Bridges earned a Bachelor of Science in Nursing from Morris Brown College and a Juris Doctorate from Loyola University College of Law.
She is married to Bernard Bridges, and they are parents to three children.
Jean C. Frazier is a business leader with more than 30 years of experience in communications, business development, and government relations. Prior to retiring, she worked for United Way of the Capital Area, Jackson Municipal Airport Authority, and Jackson State University in public relations, donor relations, and state/local governmental affairs.
Frazier earned a Bachelor of Science in Biology from Jackson State University with a minor in Music of Piano Performance.
She is married to Hillman Frazier, and they are parents to two children.
Rica Lewis-Payton is a healthcare leadership consultant and executive coach with over 40 years of experience. Prior to retiring from federal service after 31 years, she served as the inaugural Director of the Veterans Health Administration’s (VHA) Healthcare Leadership Institute. She has also served as regional CEO of ten VA Medical Centers across eight states and CEO of the VA Medical Center in Birmingham (her hometown).
Lewis-Payton earned a Bachelor of Science in Economics from Talladega College and a Master of Science in Hospital and Health Administration from the University of Alabama—Birmingham. She is also a Certified Healthcare Executive (CHE) and a Life Fellow in the American College of Healthcare Executives.
She is the mother of two children.
Rosa M. Beckett is the Chief Executive Officer of the Jackson Municipal Airport Authority (JMAA). Since joining JMAA in May 2023, she has led the organization into a new era of growth, innovation, and community engagement. With more than 30 years of leadership experience—including over two decades in aviation and transportation—Beckett has driven major infrastructure achievements, including more than $22 million in federal funding for the Taxiway Rehabilitation Project and $8 million in additional grants for airport improvements.
Beckett serves on several boards, including the Greater Jackson Chamber Partnership, Greater Jackson Alliance, East Metro Corridor Commission, West Rankin Utility Authority, and the Mississippi Airports Association. In 2024, she was selected for the prestigious Leadership Mississippi Program. Her leadership philosophy, “Partnering for Progress,” reflects her commitment to collaboration, operational excellence, and advancing Mississippi’s air transportation and economic landscape.
Beckett earned an MBA and MHRM from the University of North Florida Coggin College of Business and a bachelor’s degree in Journalism and Communications from the University of Florida. She is also an International Airports Professional. A member of College Hill Missionary Baptist Church, she credits her success to faith and perseverance. Outside the office, she enjoys football, travel, and time with her two daughters, Summer Rose and Jasmine Skyy.
