The project team for the 2019 Jackson Municipal Airport Authority Disparity Study includes five firms that possess expertise directly relevant to conducting the study in a manner that meets the highest industry and legal standards. Two firms—Exstare Federal Services Group of Alexandria, VA, and Betty A. Mallett, PLLC of Jackson, MS—are DBE-certified businesses in Mississippi.
BBC Research & Consulting (BBC). BBC—a 50-year-old economic and diversity research firm based in Denver, Colorado—serves as co-prime consultant for the study. BBC has conducted more than 120 disparity studies for different types of organizations across the country including airports, cities, states, educational organizations, and transportation organizations. The firm has expertise in helping organizations refine and develop programs to encourage the participation of minority‐ and woman‐owned businesses in government contracting, particularly the Federal DBE Program. BBC has also helped numerous organizations develop minority‐ and woman‐owned business programs and implement the Federal DBE Program in an effective and legally‐defensible manner. Exstare. Exstare—a 14-year-old Black American woman-owned management consulting firm based in Alexandria, Virginia—serves as co-prime consultant for the study. Exstare’s expertise includes disparity studies, business diversity program assessments, public relations, contracting policies and practices for small business programs, and compliance audits. The firm has particular expertise in Federal DBE Program public policy, program development, and implementation. BBC and Exstare have worked together on 11 disparity studies for several agencies, including the Ohio Department of Transportation, McCarran International Airport, Reno-Tahoe Airport Authority, and the City of Charlotte. Betty A. Mallett, PLLC. Betty A. Mallett, PLLC is a Black American woman‐owned law firm that has extensive experience in representing governmental, corporate, and nonprofit organizations throughout Mississippi. The firm has provided legal representation to numerous public bodies including the City of Jackson, the Hinds County Board of Supervisors, the State of Mississippi, the Jackson Public School District, the Mississippi Department of Transportation, and JMAA. The firm has conducted substantial work related to minority‐ and woman‐owned business development, including serving as counsel for the establishment of a DBE certification program for JMAA and participating on JMAA’s previous disparity study. The firm is certified as a DBE through the MUCP. Betty A. Mallett, PLLC serves as a local legal and policy expert for the JMAA disparity study.
Holland & Knight. Holland & Knight is the preeminent law firm in the nation with regard to assessing legal issues surrounding disparity studies and minority- and woman-owned business programs. The firm has contributed to more than 60 disparity studies with BBC. BBC partners with Holland & Knight to develop the legal analysis and framework on disparity studies and to consult on legal issues. Holland & Knight also has extensive experience conducting in‐depth interviews; collecting and analyzing anecdotal evidence; and assessing potential DBE program measures. Holland & Knight will provide the legal framework for the JMAA disparity study.
Customer Research International (CRI). CRI is a DBE-certified Asian American‐owned survey fieldwork firm based in San Marcos, Texas. CRI has conducted tens of thousands of telephone surveys on more than 50 BBC disparity studies. The firm conducts telephone surveys all over the nation. CRI recently worked with BBC on disparity studies for the Port of Seattle, McCarran International Airport, the City of Denver, the Ohio Department of Transportation, the City of Charlotte, and the California Department of Transportation. For the JMAA disparity study, CRI will survey thousands of local businesses as part of the availability and utilization analyses.
