Jean C. Frazier
Commissioner
Jean Clayton Frazier is a lifelong resident of Jackson and a consummate business leader with upward of 30 years of experience in communications, business development and government relations. The genesis of her career in Jackson set in motion her commitment and dedication to education and issues affecting communities throughout our city, particularly to our underserved and vulnerable citizenry. Her footprint in non-governmental and non-profit organizations is realized during some of our most dismal times including her stint with the United Way of the Capital Area, the Jackson Municipal Airport Authority and Jackson State University. Frazier’s 17-year tract with Jackson State University in varied capacities of Public Relations, Donor Relations, and State and Local Governmental Affairs are added value among her peppered career and are a testament of her leadership and management.
Following her retirement from Jackson State University, Frazier quickly united with the JMAA enterprise and was fortunate to build upon the talented team of leaders in place in the department of Communications, Marketing and Business Development. Through her leadership, a crisis management plan was developed and implemented with Board approval for the 2016 JMAA Branding Campaign. A high point during this time was the finalization of the Strategic Plan and its dissemination and coordination with local constituency groups. Coupled with the Airport Authority’s media and multi-media marketing initiatives, all of this occurred at a most critical time at which the focus of the Airport Authority was thrusted into a 22-week legislative battle of the legislative and code authority associated with the Airport Takeover Crisis. Jean also assisted in leading the team in marketing for the Authority’s land development and business development for vendors and suppliers along with media strategies for local and regional electronic, print and social media placement.
Jean’s 17-year tract with Jackson State University in varied capacities of Public Relations, Donor Relations, and State and Local Governmental Affairs are added value among her peppered career and are a testament of her leadership and management. Her executive and mid-management experience is realized through her leadership as former liaison of State and Local Governmental Affairs, manager of Donor Relations, and director of Public Relations – all of which were impacted during some of our most dismal times including the impact and aftermath of Hurricane Katrina in 2005, the September 11, 2011 attacks on the Twin Towers, and 3-year successive State budget cuts to higher education. A high point during this time was the unanimous passage of the reclassification for a Mixed-Use District before the City Planning Board that was previously denied for the University’s application for digital signage with a projected advertising revenue of $7,000 per month. Additionally, JSU successfully secured the Governor’s endorsement of the JSU School of Public Health with the concerted lobbying and other initiatives. Other high points during this time was the successful completion of the University’s inaugural and subsequent conceptual design, production and distribution of the print magazine, The Jacksonian and the branding and marketing of the University’s 125th Anniversary, the Quasquicentennial Campaign. Additionally, Jean was the recipient of the Grand Award For Print Media awarded by the College Public Relations Associations of Mississippi (CPRAM) in 2003. She was the recipient of the Gold Award presented by the Mississippi Association of Broadcasters in 2001for Excellence in Broadcasting Awards Competition.
Since her retirement, Jean’s time is centered with her church, Cade Chapel Missionary Baptist Church, her community, and with community service organizations and non-profit groups devoted to uplifting underserved communities. Wife of Hillman and mother of Julian (Erica) and Gabrielle (Jimmy), and GG to Kristopher and Kawaii, Jean enjoys a robust game of duplicate bridge with her diehard friends, pickup basketball, a good workout and fast cars.
